Anaheim Backflow Compliance Requirements

Anaheim Public Utilities (APU) is the responsible water authority for most properties within city limits, and it enforces annual testing of all backflow prevention assemblies under the statewide cross-connection control standard CCCPH §3.3.3(b), which took effect July 1, 2024. Testers must hold a current Orange County Health Care Agency certification and a valid City of Anaheim Business License. If your tester doesn’t meet both requirements, your results can’t be accepted.

How Test Results Are Submitted

Results must be submitted electronically through the SwiftComply portal. Anaheim no longer accepts test reports by mail or email. A photo of the assembly taken during the test is required with every submission, and completed reports must also go to the Orange County Health Care Agency.

What Happens If You Fall Out of Compliance

If an assembly goes untested or fails, Anaheim Utilities issues two to three escalating notices over a 60 to 90-day period. After that window, service termination is possible, and continued non-compliance can result in administrative citations under the Anaheim Municipal Code. Compliance responsibility rests with the property owner, not the utility.

Before any work begins, our technicians inspect the backflow prevention assembly and the surrounding system to identify the root cause of any issue. That step matters because replacing a device without understanding why it failed can lead to repeat problems. Testing involves shutting off the water supply, checking the assembly under varying pressure conditions, and verifying that check valves and seals are blocking reverse flow as designed.

Assembly Types We Work With

Device type depends on the hazard classification of the connection. Reduced pressure zone (RPZ) assemblies are typically required for high-hazard connections such as commercial food service, chemical handling, and medical facilities. Double check valve assemblies are common for fire sprinkler systems and moderate-hazard connections. Our technicians work with both.

Repairs, Retesting & Documentation

If the assembly fails during testing, we can repair it on-site and retest the same visit so your submitted documentation can reflect a passing result. If contamination is detected, the system should be flushed and retested before the report is filed. Once a passing result is confirmed, we submit the completed test report and required assembly photo to APU through the SwiftComply portal. For properties that don’t yet have an assembly or need a replacement, we handle installation as well.
